Welcome to the
Health Law and Regulation Symposium in Health Care Administration,
a course that is designed to allow you to explore selected issues,
aspects, details and/or impacts of health law and regulatory requirements
in the health care setting.
To fulfill the requirements of this course, you will be expected
to explore a selected aspect of health law or regulation and its
relationship to health care delivery today.
In fulfillment of the assignments that will provide study of law
and regulation, this course is designed to incorporate your own
experience and observations regarding a selected organization, role,
consumer group, professional practice or other aspect of health
care.
This is a thirty-semester
hour course. This course is allotted ten weeks of time. You must
complete all of the requirements for the course successfully by
the end of the ten week period. The first day of week one will begin
the day that you register for the course, or the day that you notify
me that your textbooks have arrived and you are ready to begin your
studies.
It is up to you to comply with the time frames for assignments
and completion of this course. Extensions are granted only for extenuating
circumstances, and must be agreed upon by both you and I. Upon successful
completion of this course, you will be awarded thirty-semester hours
of credit.
There are no specific
assigned textbooks for this course. Your are expected to obtain
information from sources of an authoritative nature, such as journals
on law, ethics, or policy; federal, state, or local agencies and
accompanying statutes and regulations; policy or ethical issues
and accompanying advocacy or testimony; current news articles; or
source documents such as law briefs and regulatory statutes.
There are two examinations
for this course in the form of written papers, a mid-term exam and
a final exam. The mid-term exam covers summaries from your selected
readings. The final exam is a fifteen-page paper as specified by
me. The details for these papers are listed in the Written Assignments
section of this syllabus.
The mid-term examination is a paper that must be a minimum of ten
(10) pages in length, double-spaced with 1.5-inch margins. I must
download your paper by the end of the fifth week in the course.

The final examination is a paper that must be a minimum of fifteen
(15) pages in length, doubled-spaced with 1.5-inch margins. I must
download your paper by the end of the tenth week in the course.

The grading scale for
this course is as follows:
90-100% = A
80-89% = B
70-79% = C
Below 70% = Fail
The grading criteria for the written assignment is as follows:
Weight 60%.
1). Content is pertinent, and reflects points requested from the
readings as well as original thought.
2). Your position or view is stated clearly, with appropriate justifications
and logic.
3). Comprehensiveness of discussion is adequate.
4). The paper adequately addresses the assignment in scope and content.
Weight 20%.
1). The paper demonstrates logical flow from idea to idea, point
to point.
2). The paper includes relevant supporting ideas from the assigned
readings or research as appropriate.
Weight 10%.
1). Spelling and sentence structure are without error.
2). Punctuation and word choice are without error.
3). Paper contains a title, subheadings and paragraphs as appropriate.
Weight 10%.
1). The paper reflects a synthesis of ideas from the readings and
from experience as requested.
2). The tone is appropriate to the content and assignment.
3). Style of the paper is appropriate academic level.

Dale Mueller,
EdD, RN, has held numerous leadership and management roles in large
and small organizations throughout her career as an administrator
and consultant. Roles include leadership for change in chaotic environments,
and management of teams, work groups, task forces and organizations.
She is a gubernatorial appointee in strategic planning and human
resources in California, and is a former President of the Chamber
of Commerce in her community. She is a recognized business and community
leader in the field of health care and public policy.
Upon completion
of this course, you will be able to:
1). Identify health law or regulatory issues that affect health
care and health care administration.
2). Describe the content of the selected law, regulation, agency
function or policy.
3). Describe public, practitioner, employee or consumer expectations
of the selected law or issue.
4). Discuss the impact of a selected law, regulation, agency or
policy on health care or health care administration.
There are
two (2) written assignments for this course. Each assignment consists
of a paper on the discussion questions and activities listed in
the assignment section of the classroom. This paper must be double-spaced
with 1.5-inch margins. The first paper must be received by the end
of the fifth week of the course. The second set of papers must be
received by the end of the tenth week of the course.
