Syllabus

COURSE OVERVIEW: Homeland security is a concerted national effort to prevent terrorist attacks within United States, reduce America's vulnerability to terrorism, and minimize the damage and recover from attacks that do occur.

This course provides historic perspective on the threat of terrorism before and after September 11 with descriptions of the extraordinary legislative and organizational actions taken in reaction to September 11 and in support of preventing future attacks. It provides descriptions on hazards and risk that make up the potential vulnerabilities to future terrorist events but also focuses on response to recovery and the role of emergency managers.

Homeland security is still a new and developing discipline. This course is considered a foundation course for the Masters Degree in Homeland security.

TIME FRAME: This is an four-semester hour course. This course is allotted ten weeks time frame for completion. You must complete all of the requirements for the course to be successfully completed by the end of the ten-week period.

TEXTBOOK: There is one textbook required for this course.

GRADING: I will determine your final grade based on the total number of points you have accumulated at the end of the semester. I do not award letter grades for each paper or exam. Your grade will be determined as follows:

TOTAL 100 POINTS:

95-100 points A
90-94 points A-
85-89 points B+
80-84 points B
75-79 points B-
70-74 points C+
65-70 points C
60-64 points C-
55-59 points D
below 55 points F

COURSE REQUIREMENTS: Successfully complete chapter readings, answer questions and email answers with appropriate text page numbers to instructor. 25 points *1 point for each question.

Gain permission to interview a Homeland Security Official from local, state or federal government. Obtain answers to the following question:

1). What is their job?
2). What is a mission of his organization?
3). Do they have sufficient funding to support their mission?
4). What is your greatest training need?
5). What is the biggest crisis your organization has faced?
6). What did you learn from this experience?
7). What is the greatest fear facing the organization?
8). Have you ever conducted tabletop exercise?
9). Have you ever conducted a field training exercise?
10). What is the biggest problem facing your agency today

25 points. Due by week 5.

You will write a 10-page paper on any Homeland Security topic covered in the textbook. 50 points Due by week 7

GUIDELINES FOR RESEARCH PAPER: The research paper will be 10 pages, double spaced and 12 font. You may utilize any recognized writing style including MLA, APA, Chicago Style and Turabian. The paper must include footnotes and a bibliography. You should provide at least 10 different sources in your bibliography.

Points will be deducted for the following:

Sloppy work: 5 Points
Poor Grammar: 5 Points
Repeated spelling errors: 5 Points
No Footnotes: 5 Points
Plagiarism: Automatic failure for the entire course!
Late Paper: 2 points for each day late.

COURSE OBJECTIVES: Upon completion of this course, you will be able to:

1). Become acquainted with the extraordinary legislative and organizational actions that have taken place since 911 and in support of preventing future attacks.
2). Become familiar with the types of hazards and risks that make up the potential vulnerabilities in any future terrorist events.
3). Become more aware of the basic areas of security intelligence, border and transportation infrastructure, information cyberspace concerns, preparedness and mitigation.
4). Develop a better understanding of communications, threat advisory system, public health strategies, public education and new technologies related to crisis communications, information management and protective equipment.
