This course examines the diversity of responsibilities associated with human resource administration in the public sector in a manner that is relevant to both human resources professionals and department supervisors/administrators. It relates human resource management roles and activities in the context of the strategic goals and objectives of public employers. Effective human resource management in the public sector requires the demonstration of competency in four domains: strategic planning; talent acquisition and development; employee relations; and productivity and technology. The textbook narrative is nicely supplemented with charts, graphs and tables, and learning is reinforced through a combination of discussion questions, exercises and case studies at the end of each chapter.
This course is a must for anyone who is now employed or who aspires to work as a supervisor or Human Resource professional in municipal, state or federal government.
This is an eight (8) semester hour course. This course is allotted ten (10) weeks of time. You must complete all of the requirements for the course successfully by the end of the ten (10) week period. The first day of week one (1) will begin the day that you register for the course or the day that you notify me that your textbook has arrived and you are ready to begin studies. Please be cognizant of the time frame. It is rare that an extension of time is permitted, unless you have acceptable justification. Upon successful completion of this course, you will be awarded eight (8) semester hours of credit.

There are no examinations for this course. You will read the eight (8) designated case studies in the book, and analyze the case and complete the questions at the end of each case.
You are to complete a Case Summary and all of the questions at the end of each case. Upon enrollment, please see the assignment section of the classroom for details on each case study.

90-100% - A
80-89% - B
70-79% - C
Below 70% - Fail

I, Marc Cammarata, am the founder and President of M.A. Cammarata & Associates, a management consulting firm providing human resources and operations management consulting services with a client focus on healthcare and not-for-profit organizations. Prior to the formation of my consulting business in 2003, I spent twenty-one years in management with the Hospital Council of Western Pennsylvania (a regional hospital association) and AmeriNet Central (a purchasing cooperative) in human resources and operations management. I have an earned Bachelor of Science in Business Administration degree and an earned Master of Arts in Industrial Relations degree from St. Francis University in Loretto, PA. I am also on the adjunct faculty of Waynesburg (PA) College's Graduate and Professional Studies program and the University of St. Francis (IL) College of Graduate Studies.
Upon completion of this course, you will be able to:

2). Understand the scope and roll of public personnel management.
3). Explore the management functions of planning, acquisition, development and sanction as they relate to the organization's human resources.
4). Understand the processes utilized in carrying out these management functions.
5). Examine the interaction of the four values at work in the public arena: political responsiveness; organizational efficiency and effectiveness; individual rights; and social equity.
6). Understand the systems (laws, rules, organizations and procedures) through which the values come into focus.
7). Learn how to address workplace human resources issues and problems using the case study method.
